Transition is not a smaller Accelerator
The two instruments share a pillar and almost nothing else. Transition starts from an eligible result of an earlier EU-funded project at completed TRL 3 or 4 and matures it towards application-relevant TRL 5 to 6, while a business model is built in parallel. It is numerically scored at remote evaluation, where the Accelerator returns qualitative verdicts. It runs on a type-2 lump sum in a EUR 0.5–2.5 million envelope. Its eligibility gates — the linked result, its locator, the rights to exploit it — have no Accelerator equivalent at all.
That matters because a review built on Accelerator habits will confidently apply the wrong thresholds, the wrong finance logic and the wrong evidence bar to your text. GrantWise routes Transition to its own review contract and explicitly blocks Accelerator scoring gates, ERC Proof of Concept marks and generic Horizon Europe thresholds from leaking into it.
How EIC Transition is actually evaluated
Two steps, and only the first one is what this review simulates.
Remote evaluation: 4/5, 4/5 and 3/5
At least three EIC experts score the proposal out of 5 on Excellence, Impact and Quality and efficiency of the implementation. Each criterion carries its own threshold — 4, 4 and 3 respectively — and every one must be met. There is no averaging a weak criterion away against a strong one.
Threshold passage is not funding readiness
Proposals meeting all thresholds are ranked, and the highest-ranked pool is invited to interview. A proposal can clear 11 out of 15 and still sit far outside the invited pool. The report says this in as many words rather than letting a threshold pass read as good news.
Eligibility is kept separate from merit
The originating scheme and grant ID, the exact linked result and its public locator, the starting TRL under the lowest-core-component rule, exploitation rights, budget envelope and the current template are all checked — and filed as compliance risks, not quietly folded into a score. An unresolved eligibility item appears prominently even when the merit thresholds are met.
A jury-readiness audit, clearly labelled
The second step is a jury of four to six members returning GO, GO Reserve or NO GO. This review does not simulate that and does not predict it. It does audit whether your written evidence can answer the questions a jury tends to ask, and where in your own text you would go to find the answer.
What the review actually checks
Drawn from Transition's own criteria. Each produces a located, evidenced finding with a concrete correction.
- Whether the exact eligible EU-funded result, its public or report locator, current evidence and exploitation rights form one traceable chain.
- Whether the lowest-maturity core component supports the stated starting TRL — maturity of a simulation or design tool does not automatically transfer to the innovation.
- Whether technology and business validation interact at decision gates instead of running as two separate work streams.
- Whether market evidence matches market maturity, and distinguishes access, interest, pilot, acceptance and conversion.
- Whether each financing step links its use of funds to a milestone, a risk retired, a value inflection and a relevant investor or strategic-partner thesis.
- Whether critical partners and adopters have operational interfaces, lead times, early mobilisation tests, escalation routes and fallbacks.
- Whether Part A routing terms, Part B, the work packages and the type-2 lump-sum budget tell one consistent story.
- Whether the comparison is against deployed, workaround, do-nothing and credible under-development alternatives on like-for-like dimensions.
No paired corpus of Transition proposals and their official Evaluation Summary Reports is publicly available. Scores here are calibrated against the official descriptor ladder, the native thresholds and conservative evidence rules — they are a simulation, not an empirical predictor of your funding line, and the report says so.

What are the EIC Transition thresholds again?
Excellence 4/5, Impact 4/5 and Quality and efficiency of the implementation 3/5, each assessed independently, on proposals scored by at least three EIC experts. Every threshold must be met to progress, and qualifying proposals are then ranked for the interview pool.
Does it assess my interview or predict a GO?
No. The report simulates the remote evaluation and adds a jury-readiness audit of your written evidence. It does not assess live interview performance and does not issue or predict a GO, GO Reserve or NO GO.
My template is the 2025 version. Does that matter?
Yes, and the review flags it. The current Work Programme and the live portal template control; where an older supplied form differs, the review treats the older structure as stale and tells you which parts to move.
What happens to my proposal?
Files are transmitted securely for transient processing in the EU. They are not retained and are not used to train models. The generated report may be stored for up to seven days so you can open it from your private email link.
