A PES project description from a draft that is not finished yet

PES exists precisely because your EU proposal is not written yet — it funds the writing. So the project description has to be built from an early draft, and the common mistake is waiting until you have more to say. Fill in what you actually know, and this assembles the official template around it, tells you what is still missing, and hands you the PDF.

The PES application

A joint PES application must be submitted if several Norwegian actors without a framework agreement are involved. Name them and their contacts.

What the PES money actually pays for — proposal writing, partner meetings, travel, consultancy. The end date is the EU submission deadline.

Horizon Europe project outline

This is the heart of the attachment. It is deliberately short — early-stage answers are expected, and a crisp incomplete outline beats a padded one.

No more than three lines. Answers "tell me, in 10 seconds, what your project is about".

What you are trying to achieve, and what your organisation's contribution is.

Concrete results produced within the project itself.

What becomes possible once the results are delivered and taken into use — outside and after the project.

Why this has to be done as European co-operation rather than nationally. Assessors read this closely and applicants routinely skip it.

Confirmed partners first, starting with the coordinator. Then preferred partners not yet confirmed, marked as such.

What PES assessors are actually looking for

PES — prosjektetableringsstøtte — funds the work of preparing an EU proposal. That means the assessment is not about whether your EU project is finished; it is about whether the EU application is realistic and the preparation is planned. Three things carry most of the weight: a call and deadline that genuinely exist and fit your project, a consortium that is real enough to name, and a clear statement of what your organisation contributes.

The most common weakness is the European dimension. Applicants describe what they will build and skip why it requires a European consortium at all — which is the one question that separates an EU proposal from a national one. If you can only answer it with "the call requires partners", the proposal is not ready.

The second is vagueness about your own role. "We will contribute expertise" says nothing. Name the asset, the work package, the facility, the dataset or the market access you bring.

PES gets the proposal written. It does not get it funded.

Once the EU proposal exists, the harder question is whether it survives evaluation. Upload it and get an independent, criteria-aligned review in 5–8 minutes — every finding located, explained and paired with a concrete correction.

The structure and question wording follow the Research Council of Norway's official Template for project description — Coordination and support activity, PES Horizon Europe scheme, including its Horizon Europe "Project outline" table. The template caps the description at 5 pages in 11-point Times New Roman, Arial or Calibri, and requires upload as PDF. It may be written in Norwegian or English. Only Norwegian partners receiving PES funding go in the electronic form; other partners belong in this description. A dissemination plan is not required for PES.

Check the current template on the live PES call before you submit, because Research Council templates change between calls. Everything you type stays in your browser; nothing is uploaded.
